Effective Date:  September 1, 2016

***NO heading the ball in practices or games***************************************************************

**If in the opinion of the referee a player deliberately heads the ball in a game, an indirect free kick shall be awarded to the opposing team from the spot of the offense.  If the deliberate header occurs within the goal area, the indirect free kick shall be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred.  If in the opinion of the referee a player does not deliberately head the ball, then play should continue.

 
Players:   4 players from each team on the field (if one or both teams has 9 or more players present 5v5 is allowed). A minimum of 3 players is required to play. This division is separated by boys and girls teams. 
        
NO GOALKEEPER ALLOWED  
 
Roster size:   Up to 8 players.
 
Ball size:   Number 3.  
 
Goal Size:   Approximately 6ft x 12ft  
 
Field Size:   30 yards wide x 50 yards long  
 
Time:   (4) 10-minute quarters, 2 minutes between quarters and 5-minute halftime. 
 
Playing Time:   Each player will play at least half of each game unless unable to due to illness, injury or for disciplinary reasons.  
 
Spectators:   Coaches and parents are prohibited from the area behind the goal line. Coaches are responsible for keeping parents at least 10 feet away from the sideline and for the sportsmanship of the team's parents. No one should ever yell disparaging remarks at the opposing team or referees at any time.  
 
Referees:   If there is not an official referee for the games, one adult (or one adult from each team if preferred) will act as referee.  
 
Assistant Referees:   There are no Assistant Referees in this division
 
Substitutions:   A team may substitute players (if the referee approves) at the  following times: 1) after any goal, 2) at halftime, 3) during any injury stoppage, 4) prior to any goal kick, 5) prior to your throw-in, or 6) prior to  opponent throw-in if that team substitutes. Substitutes are not allowed on free kicks, corner kicks, or penalty kicks. (Remember: There is not a stoppage of  play on free kicks and throw-ins; allowing substitution interrupts play).  
 
Offside:   There is no offside. 
 
Penalty kicks:   (from 12 yards directly in front of the goal): There are no penalty kicks.  
 
Direct free kick:   (ball may be kicked directly into goal): A penalty box violation by a defensive player will result in a direct free kick.  
 
Indirect free kick:   (ball must touch another player before entering the goal): All fouls, with the exception of the penalty  box violation, will be penalized with an indirect free kick. (Remember: A stoppage of play is not required on free kicks; the ball may be kicked as soon as it  is placed on the spot).  
 
Goal kicks:   The ball will be kicked from any point within the goal area (small box). The ball does NOT have to leave the box (once the ball is touched it is in play). Opponents will remain outside the penalty area until the ball is kicked. 

Corner kicks: There are no corner kicks.  A throw in from the sideline at the corner is used instead of a corner kick.
  
Throw-ins:  Players will have both feet on the ground on or behind the touchline (sideline). The ball is thrown from behind and over the head. The ball must be thrown from the same place it went out.  The thrower may not touch the ball until it has touched another player. The referee  will enforce these rules by: 1) reminding the players of the proper technique and having offending players re-throw and 2) awarding the ball to the opponent after two re-throws.  
 
Uniforms\Equipment:   All players must wear shin guards, soccer cleats and soccer socks to all practices and games. Shirts must be worn tucked in. Socks must be worn over the shinguards. No cleats on toes of shoes (like baseball shoes).  
 
Practices:   Two practices per week are allowed. Practices are no more than 60 minutes long.  
 
U7 Coaches:   For the first (3) three weekends of the season coaches will be allowed on the field at U7 to help the kids in setting up on the field properly and to help understand the referee calls.  
 
Referees:   During games, referees will be explaining their calls to the kids and coaches to help both in understanding the rules of play. Referees will ensure the whistles are blown when a foul occurs and will quickly explain the foul and restart play.  
 
Kick Offs (Start of Game):   Players with the ball are allowed in the center circle on their side of the field. The opponent's players are required to stay outside of the circle until the ball is in play.  
 
Slide Tackling:   Not allowed.  
 
Fouls:   All fouls will result in an indirect kick with the exception of the penalty box violation. There are no Penalty kicks.  
 
Goalies:   No goalkeeper nor a sweeper/keeper is allowed. In addition no player is allowed inside the penalty box unless they are engaged with an offensive player and actively defending.


Penalty: Direct kick from the top of the Penalty box arch. 


​CSSC Card Policy for Players and Coaches:

Players:
A yellow card will result in the player being removed from the field of play for 10 minutes. Coaches found not adhering to this policy may face disciplinary action.

A red card results in the player being removed from the field of play for the rest of the current game AND the next game. This may be applied to same day games for double headers or the tournament.

Coaches:

If a coach receives a yellow card, they will not be able to coach the remainder of the game. If an assistant coach is available, they may finish coaching the game. If an assistant coach is not available and no other CSSC-approved coaches with a KidsSafe badge are available, the game will immediately end in a 1-0 loss for the offending team. Coaches who receive multiple yellow cards over the course of a single season may face further punishment including single-game expulsions, multi-game expulsions, or removal from the league.

A red card (or two yellows in the same game) is an automatic expulsion for the remainder of the current game AND the next game. If an assistant coach is available for the game in which the red card was incurred, they may finish coaching the game. If an assistant coach is not available (and no other CSSC-approved coaches with a KidsSafe badge) are available, the game will immediately end in a 1-0 loss for the offending team. All red cards will be logged to the head referee and shared with the CSSC board. Depending on the severity of the card further disciplinary action may be taken at the board’s discretion.

Appeals: Coaches may file an appeal if a red card is received. An appeal must be filed in writing by the following day by 8pm (CST) by emailing the CSSC President at president@cssoccer.com. A Zoom meeting can also be requested as an alternative. A decision will be rendered within 48hrs of receipt of the appeal. If a Zoom meeting is requested, then the decision will be rendered 48 hours after the meeting. If a Board Member is coaching and receives a red card, no appeals are allowed.
